The City of Grand Rapids Industrial Pretreatment Program (IPP) has been established to control the discharge of toxic substances in the wastewater treatment system for commercial and industrial establishments. Permits that specify discharge standards and conditions are issued to significant industrial users (SIUs) of the sewer system. An SIU is defined as an industry that:
- Is subject to Categorical Pretreatment Standards
- Discharges 25,000 or more gallons per day (GPD) of process water (excluding sanitary, non-contact cooling and boiler blow down wastewater)
- Contributes 5% or more of the average dry weather hydraulic or organic capacity of the publicly owned treatment works (POTW)
- Has a reasonable potential for adversely affecting the POTW or for violating any standard or requirements
To determine whether a particular facility would be considered an SIU and would therefore require a wastewater discharge permit, a set of surveys has been developed that consist of a screener survey to collect background information and a more detailed survey/permit application for facilities likely to require a discharge permit. These two surveys are discussed below:
IPP Screener Survey
The City of Grand Rapids has committed to continuously survey all commercial/industrial users of the wastewater system on a five-year cycle. To accomplish this, the City of Grand Rapids has developed a Web-based IPP Screener survey. A notification will be sent to commercial/industrial users along with a code to access the Web form. The form is interactive and gives information about why information is requested, answers common questions, and provides useful links to related pollution prevention information.
The screener survey is fairly short, but you should have copies of recent water bills available before starting it as it calls for water usage volume. In the event that you are unable to complete the survey online, you may call the IPP office to complete the survey over the phone.
New users of the system will be given a code when they apply for water/sewer service. This code will allow them to access the screener survey on the City's Web site.
Detailed Survey/Permit Application
For facilities that currently have wastewater discharge permits and either know that they will be subject to federal Categorical Standards or suspect that they will be regulated, the City of Grand Rapids has developed a more detailed survey/permit application. It is a form enabled Adobe Acrobat form. This allows the form to be filled out electronically using the free Adone Acrobat software (a download link is on the form). The form may be saved, which will allow for re-editing at a later date. The completed form can be emailed to the IPP offices for further processing. This arrangement will make it easier for businesses to complete the form periodically and make changes, as needed. It will also allow the information to be exported electronically by the City for easy retrieval and searching at a later date.
