    A complete explanation of the neighbors who will be notified of a Recreational Fire Permit application and have an opportunity to object to issuance of the permit:
     
    "Once a completed application form, application fee and written consent of the owner of the real property has been submitted to the City Manager or his/her designee, the City shall within ten (10) business days send written notice of the application for a permit to have a contained and regulated recreational fire to the following:
     
    (i) The address of record for all buildings, condominium units, apartments, business suites, and other units intended for human occupancy located within one hundred (100) feet of any lot line of the real property on which the recreational fire is proposed.  Notification shall not be sent to such addresses of record that are separated by a public street from the real property on which the recreational fire is proposed.  For buildings that contain two or more condominium units, apartments, or business suites this notice shall be sent to all addresses of record within a building that is physically located entirely or partially within one hundred (100) feet of any lot line of the real property on which the recreational fire is proposed.
     
    (ii) The address of record for the owner of all real properties located entirely or partially within one hundred (100) feet of any lot line of the real property on which the recreational fire is proposed.  Notification shall not be sent to the address of record for owners of real properties that are separated by a public street from the real property on which the recreational fire is proposed.  For real properties that contain condominiums, this notice shall only be sent to the owners of units physically located in a building that is entirely or partially within one hundred (100) feet of any lot line of the real property on which the recreational fire is proposed.
     
    (iii) If a recreational fire is proposed on a lot containing a two (2)-family dwelling, written notice of the application for a recreational fire permit shall also be sent to the physical property address of the other unit within that two (2)-family dwelling."
