    Motorists and residents of Grand Rapids will clearly see the dramatic impact of the voter-approved Vital Streets measure this spring as work begins on 283 street projects around the City. With more than 45 miles of streets set to undergo preventative maintenance this year, on top of the 39 miles of streets that received similar maintenance last year, officials say that Grand Rapids’ pothole season should be shorter and more manageable.

     

    As implemented in the recently completed Michigan-Fuller Intersection project, officials have pledged increased engagement and sharing of information on City road construction projects to help residents navigate around increased construction activity. Project specifics will determine the scope of engagement. For instance, a simple treatment like cape sealing or low-impact resurfacing, where workers are in and out of an area in a day or two, may just call for notifying neighbors that workers will be in their area, while during the design stages of more major rehabilitation or reconstruction projects, with neighbors provided ample opportunity to learn and provide comment on the designs. 

     

    City engineers use an asset management system to prioritize roadway repairs--first protecting recent street investments by extending the life cycle of streets in fair condition. After completion of work on the fair to good roads, complete reconstruction and the major overhaul of roads in poor condition occurs to bring each up to complete street status.

     

    Engineering uses the Pavement Surface Evaluation & Rating System (PASER) method for visually rating the surface condition of a pavement from a scale of 1 to 10, with 1 being a pavement in a failed condition and 10 being a pavement in excellent condition.

     

    Pavements age with time and gradually deteriorate due to environmental effects and traffic loadings. Resources for maintaining and repairing roads can be efficiently managed so that the right place receives money at the right time by knowing the condition of the pavement network. The City of Grand Rapids has recognized the benefits of performing regular pavement condition surveys to evaluate the existing pavement conditions and to allocate maintenance and construction funds.

     

    The rate at which pavement deteriorates from an excellent (10) to a very poor condition (1) depends largely on its environment, traffic loading conditions, original construction quality, and interim maintenance procedures. Two pavements constructed at the same time may have significantly different lives, or certain portions of a pavement may deteriorate more rapidly than others, due to material or construction problems. Engineers consider future traffic projections, original construction and pavement strength and may choose a more comprehensive rehabilitation if required. On the other hand, it may be appropriate under certain conditions to let the pavement fully deteriorate before rebuilding when funds are available.

     

    Systematic Sidewalk Inspection Program

    This summer also begins a new sidewalk program that replaces the previous “Point of Sale” program where property owners were responsible for sidewalk maintenance and replacement.   Contracts are in place in three areas of the City where inspected sidewalks can be repaired as needed during the 2015 season.  The contract limits are flexible and expanded if funds allow after the initial areas are complete. The systematic contract areas will rotate each construction season on a 15-year schedule to cover the entire City.

     

    During the inspection phase, residents will see City inspectors walking the sidewalks while wearing bright colored vests. Inspectors will mark the sidewalk with spray paint to instruct the contractor.

     

    During the construction phase, the contractor will notify the property owner of the construction with a door hanger and coordinate work on sidewalk adjacent to driveways.

     

    Tree roots contribute to more than 60 percent of sidewalk issues.  The City’s Forester and the Urban Forestry Committee have been instrumental in the development of new construction specifications for repairing sidewalks around trees with a goal of limiting root pruning and damage to trees using ANSI A300 Standards, which are the generally accepted industry standards for tree care practices.

     

    Additionally, the City is also constructing new sidewalk to fill in gaps in the sidewalk network to provide transportation choices for people. The 2015 projects include the east side of Plainfield from 3 Mile to I-96 and the east side of Fuller from I-196 to the CSX railroad tracks.

     

    Vital Streets Oversight Commission

    The Vital Streets Oversight Commission (VSOC) presented a six-month update to the City Commission this past February. The VSOC is responsible for closely following Investment Guidelines, and closely monitoring and disclosing funds.

     

    VSOC representatives told the Commission that a major undertaking over the next year would be the development of a Vital Streets Master Plan to guide consistent street and sidewalk design principles into the future. The plan will consolidate complete street principles developed by the Sustainable Streets Task Force and endorsed by voters in May 2014 to ensure that bicycling, pedestrians, transit and freight, transportation demand management and green infrastructure facilities all fit within the right of way.

     

    The Vital Streets Master Plan will tie together previously used guiding documents to provide guidance for consistent design of Vital Streets. The Plan will embed these guidelines into the City’s ordinances, policies and procedures to ensure these future best practices.

     

    The Vital Streets Oversight Commission is a citizen board appointed by the City Commission to oversee vital street and sidewalk investments as promised when voters approved extending the income tax increase another 15 years for streets and sidewalks. VSOC ensures that Investment Guidelines are being carefully followed, while monitoring allocation of funds and reporting progress.

     

    State Investment in Vital Streets

    Grand Rapids’ investment in Vital Streets and Sidewalks depends on several sources of investment. All secured sources are performing well, except the required additional state investment of $6 million per year. 

     

    Michigan voters will have an opportunity to choose to provide additional state investment for streets this May when they consider Proposal 1. Approval of this plan would mean at least $9.5 million in new street investment for the City of Grand Rapids that would meet the total investment required to meet the City’s goal of returning 70 percent of local streets to good or fair condition in 15 years. It would also mean the long-awaited improvement of roads across Michigan.

     

    Without additional investment from the state, less than half (approximately 46 percent) of the city’s local, neighborhood streets will have been improved to either good or fair condition at the end of 15 years.

     

    State Proposal 1 would also provide additional investment for the City’s General Fund, such as Police and Fire Services, and Grand Rapids Public Schools.

    CAPE SEAL/WEDGING/PAVING

     

    Cape Seal Process: (Cape Seal)

    Major and Local Streets receive this treatment in an effort to preserve each for approximately 7-10 years. The treatment consists of placing a ½” asphalt micro-surface over an existing asphalt street. The process generally takes less than one day to complete. The contractor performing the work must place notifications at the affected residences 24-hours before work begins informs residents that they cannot drive on the new material until it has hardened and dried. This typically takes several hours.

     

    Prior to Cape Sealing the Public Services Department will patch potholes and spray patch (hot emulsion and stone application) failing areas of the street to place a lower level of protection below the new Cape Seal surface to protect the investment. Sweeping the entire street follows this, and then the contractor applies the Cape Seal at a later date.

     

    Hot Asphalt Wedging Process: (Wedging)

    This treatment typically involves placing an inch of Hot Asphalt materials over badly fatigued and failing areas prone to pothole development. This application limits pothole development and holds the road together for a few more years until more significant work can be accomplished.

     

    Hot Asphalt Overlay Process: (Resurfacing) (Mill & Fill)

    This process involves placing a new hot asphalt surface over the entire street or possibly just the driving lanes in some cases. These processes hold a street together for approximately 7-10 years when the street receives a new 1 to 1 ½” over-lay curb to curb.

     

    A mill and fill consists of workers removing (milling) the existing asphalt surface and add (filling) a 1 ½” over-lay crews preserve the street for, approximately, an additional 10-15 years. When engineers apply a 3” mill and fill, they hope to increase the life cycle of the road up to 20 years. After the removal of asphalt, the surface is thoroughly swept and adjustments made to the structure before or after the placement of the new asphalt. The selection process to determine street priority and selected treatment is very scientific and based upon the PASER rating and the perceived existing condition of the sub-surface utilities i.e. is the sub-grade adequate or do the water mains and/or sanitary sewer or storm systems need replacement? Engineers consider all of these factors prior to making these types of decisions.

     

    Crack Sealing: (Over-banding)

    This process involves placing a 3-inch wide hot asphalt seal over a visible crack in the asphalt or concrete. Applied crack sealing keeps as much water out of the subgrade as possible. Stress cracks can appear as soon as one year after a street is rebuilt. This is not unusual in the type environment we experience in the Great Lakes region. This preventive maintenance measure provides water protection. It does not provide any structure improvement to the pavement.
